The Realist Solutions essay that a student submitted here (further down this page) would go much of the way towards answering that, as a policies or solutions answer will incorporate a lot of Realist views, though you could also incorporate more on things like restorative justice, victim statements, police strategies etc. I might do a new example answer if the mood takes me.
